Designed by the American firm Bell Helicopter Textron, participated in the creation of the Korean company Samsung Aerospace Industries. The prototype was the model Bell 407 with a completely redesigned fuselage and an 8 percent larger cockpit. The helicopter uses a new dynamic system, which is similar to that installed on the BellOH58D military helicopter, which also includes a main four-bladed propeller made entirely of composite materials.

The full-scale mockup was first presented at the September 1996 exhibition in Farnborough. The first flight took place at the end of 1997. In 1999 the helicopter was certified. The first helicopters were ordered by Petroleum Helicopters in 2000.
