Develops first on its own initiative for the civilian market end 1930-ies aircraft G-21 «Goose» (Goose - goose) company "Grumman" aroused immediate interest from the US military circles - in Navy ordered 1938 year per aircraft for evaluation. Following successful flight testing of the prototype, the designation XJ3F-1, in 1939 20 aircraft was followed by JRF-1A. The first copies of the aircraft were used as the Navy and Marine Corps as a transport aircraft, general purpose, as towing targets and air photographer.

The next batch consisted of ten aircraft under the designation JRF-4, which can carry conventional and depth charges. They were followed by modifications to the Coast Guard and the US Air Force (where they were designated 0A-9 / -13). At the beginning of the war, in 1941, the company "Grumman" presented an improved modification of the JRF-5, 184 constructed in duplicate. At least 56 of them were delivered by the Royal Air Force under the designation "Goose» I / IA in 1943 year. Air Force used them for navigational training for rescue at sea, and as a general purpose transport aircraft.

After the war, surviving aircraft JRF were sold into private hands, and many of them for longer life have been equipped with new gas turbine power plants. A small number of aircraft JRF, owned by the Navy, still flying on a commercial basis, while several other aircraft restored as they were during the war.
