This, like many other projects, never even reached the level of a technical proposal at the level of at least Rostec. Exclusively fantasy about "what if". In any case, complex transitions are usually accompanied by a flying concept laboratory. There is nothing like this at all.
Therefore, all these outlined "plans" for launching something in 2020 are nothing more than someone's strange fantasies.
Moreover, all such concepts were born under the PSV program (promising high-speed helicopter), which the government initiated back in 2010 and the money for which was "mastered" by Russian Helicopters for a flying laboratory based on the Mi-24.
