To solve this problem, a decree was issued in the summer of 84 on the creation of a machine that could transport cargo at high speed at any time of the day. Competition for designing was won by Kamov's office. This machine was supposed to carry loads over the battlefield. The outline design of the Ka-60 helicopter was ready in 1990, the first car was built only in 97 year. Such a long time for the construction of the car was due to the collapse of the Union and insufficient funding for the project. The first presentation of the device took place in the middle of the summer 1998 year on the territory of the company Kamov. For its appearance, it was called "Kasatka". The helicopter made the first takeoff from the launch site in the winter of the same year. For more complete tests, another helicopter was manufactured.

Orcas production planned for helicopter plant in Ulan-Ude, but eventually they began to produce in the city of Lukhovitsy near Moscow. The Russian Defense Ministry has made an order for the production of 100 helicopters of this model, mass production scheduled to begin in 2015 year.
