The first attempts to create a Pützer Elster aircraft were made in 1956, and the aircraft was designed exclusively for the possible needs of the Luftwaffe, however, due to the low flying performance, the use of the Pützer Elster model here was ineffective, so the German Air Force received only a few Copies of this aircraft. The German military were dissatisfied with the low flight speed of the Pützer Elster aircraft, as well as its rather short tracking distance, which was only about 450 kilometers, so that the aircraft could only be operated as a training airplane and as a patrol air.

Despite the rather large dimensions of the aircraft model Pützer Elster, the cockpit of the aircraft has little space, so it can accommodate only two people - a pilot and a passenger, or if the aircraft was supposed to be used as a training aircraft, the instructor and Cadet. Among other things, if the aircraft was supposed to be used for cargo transportation, it could accommodate up to 230 kilogram of payload (including the pilot's weight), however, in this case, transportation on board the passenger was impossible due to the small maximum take-off mass of the aircraft.

Depending on its modification, the Pützer Elster aircraft is equipped with a 52 hp piston aircraft engine. 150 hp, which in turn provides an impact on a number of flight performance, which mainly includes speed, maximum take-off weight, maximum flight altitude, etc. The basic production version of the aircraft is equipped with a Continental C-90 aircraft engine 95 hp, which in turn allows the aircraft to reach speeds of up to 185 km / h (maximum), however, more powerful versions of the aircraft of this model are capable of speeds up to 250 km / h.
