In February, 1972, in connection with the initiative and support of the Minister of Civil Aviation of the Soviet Union, B.P. Bugayev. and with the active participation of B.E. Panyukov, a member of the collegiate board of the MGA of the Soviet Union, made a decision, which was issued by order of 61 Minister’s number 23.02.1972 on the establishment of the Leningrad Technical Aviation School of Civil Aviation (LATU GA), and the start of the preparation of the specialty “Organization of air transportation”, which was appointed ". The opening of the school meant the start of classes and a set of cadets from 1 September 1972. In such a short time it was necessary to design fundamentally new curricula, at that time there were no analogues to such a program in educational institutions for civil aviation.

You must also be prepared dormitory, classrooms on 150 cadets, dining room, gym.

Nevertheless, the main difficulties were ahead, since the preparation profiles of the cadets of the school and the students of the Aviation University did not coincide and all specialized training classes, classrooms and laboratories needed to be re-equipped. With the beginning of the school year, the team of the school, as well as students, began this difficult and extensive work.

In order to cover all aspects of the preparation of aviation personnel, which are connected with the direct service of the clientele and passengers not only in the air, but also on the ground the question of the preparation of flight attendants was studied. For the first time in the civil aviation of the Soviet Union in 1976, on the basis of the school, the training of flight attendants was organized.

School at the end of 80-ies of the twentieth century, however, as the entire civil aviation sector, has faced some difficulties: the distribution of graduates, financing, elimination of the military cycle for the preparation of reserve officers VOSO, the organization practices.

In the school in 1994, the preparation for the specialty “Air traffic control” was started.

Taking into account the high quality of educational and methodical work and positive work experience, in 1995, the school was renamed by the order number DV-98 from 18.09.1995 of the Department of Air Transport and the Ministry of Transport of Russia to the Transport and Aviation College of Civil Aviation (SPATC of civil aviation).

College in 1997 year became the developer of the educational State Standard (SES) in the specialty 2401 "Management of air transport and transportation" and the specialty 2402 "Management of movement of air transport." Such educational standards are mandatory for all special secondary establishments in the industry that provide training in these specialties. The established practice has shown that it is necessary to implement a much wider coverage of aviation specialists, that is, to introduce specialization in these areas of work of aviation personnel.

In college in 1997, the preparation for the specialty “Transport service” began. The training took place in the following specializations:

Service on board an aircraft of passengers;

In air transport security;

Certification and licensing of aviation works, services and transportation;

Sale and booking of air services and shipments;

Business airports and airlines.

College 2001 year, one of the first educational institutions of the sector, has been accredited by the state to conduct activities in the field of education. At the same time, the State Examination Commission noticed a high correlation estimates, exposed the teachers college at quizzes on specific academic disciplines, with estimates that are put on the same subjects, experts state certifying commission.

In 2003, the hotel service specialty was opened.

By order of the A70-324 number of the Federal Air Transport Agency (Federal Agency for Air Transport), the Ministry of Transport of the Russian Federation from 01.12.2005 College was renamed the St. Petersburg Aviation and Transportation School of Civil Aviation named after Alexander Alexandrovich Novikov. A memorial plaque with bas-relief Novikov A.A. and a commemorative inscription.
