Tu-XNUMHON (codename "Open Sky") - the aircraft, designed for aeronautical surveillance, was developed at Tupolev OJSC on the basis of Tu-214 passenger aircraft. The plane was created specifically for flights under the Treaty on open skies over the territory of the countries parties to the contract and to replace the Tu-154M LC-1 and An-30B aircraft.

The Tu-XNUMHON is equipped with a BKAN (on-board set of aviation surveillance), which was developed by the Concern "VEGA".
