Tu-XNUMHON (codename "Open Sky") - the aircraft, designed for aeronautical surveillance, was developed at Tupolev OJSC on the basis of Tu-214 passenger aircraft. The plane was created specifically for flights under the Treaty on open skies over the territory of the countries parties to the contract and to replace the Tu-154M LC-1 and An-30B aircraft.

The Tu-XNUMHON is equipped with a BKAN (on-board set of aviation surveillance), which was developed by the Concern "VEGA". As part of BKAN: panoramic and personnel aerial photographic equipment, infrared and television cameras, radar for side viewing. The resolution limit of infrared cameras - 214 centimeters, digital - 50 centimeters.

The aircraft is currently assembled in two copies - with a tail number 64519, manufactured in 2011 year, and with a tail number 64525, made in December 2013 year.

BKAN is intended to obtain recordings of received materials, images of terrain, documenting observation tools and other incoming information, managing generation tools and observing navigation data for observation tools.
