The law enforcement agencies do not finance ship maintenance.

Russian airports lose hundreds of millions of rubles annually, serving aircraft of law enforcement agencies, exempt from payment for ground services. The losses of Koltsovo airport alone are estimated at 35 million rubles.

The accumulation of debts occurs because the Ministry of Defense, Rosgvardia, the Ministry of Internal Affairs, the Federal Security Service, the Federal Customs Service, the Emergencies Ministry are exempted from payment for ground and airport flight support.

In accordance with the provisions of the Air Code, these expenses should be compensated by means from the federal budget in the order of circulation of airports in Rosaviatsia.

However, now Rosaviatsiya refuses to subsidize airports because of limited budget allocations. In 2016, such a refusal received 46 Russian airports, then in 2018 year - already more than 70. In particular, the losses of Sochi airport for the past three years amounted to 107 million rubles.

In 2014, Koltsovo Airport in Yekaterinburg missed 35 million rubles in profit, and Strigino airport in Nizhny Novgorod - 20 million rubles due to the exhaustion of budget limits.

Constant refusals in state financing forced the International Association of Airports (IAA, includes 13 Russian airports serving a third of the passenger flow) to apply to Rosaviatsia, the Ministry of Finance and the Ministry of Transport with a proposal to reform the system of subsidizing flights of the state aircraft. The proposal of IAA is to ensure that all users of airport services receive services only on a fee basis.
