The Egyptian authorities refused to recognize the tragedy over the Sinai peninsula as a terrorist attack.

Despite the fact that Russian specialists were able to prove in the course of the investigation that, on board the passenger liner detonated an improvised explosive device, the Egyptian authorities deemed it necessary to refuse recognition of this tragedy as a terrorist act. An important argument in this is the fact that so far no one has taken responsibility for this incident, and, therefore, the catastrophe can not be qualified as a terrorist attack.

It should be clarified that after it was established that an explosion occurred on board the passenger airliner Airbus A321, the air communication between Russia and Egypt was officially terminated.
