On July 15, 2025, the Meshchansky District Court in Moscow arrested the former head of the Main Military Construction Directorate No. 8 (GVSU No. 8) Vadim Vygulyarny on charges of large-scale fraud. He is suspected of embezzling more than a million rubles related to contracts for the construction of Strategic Missile Forces (SMF) facilities in the Novosibirsk Region. Vygulyarny's arrest was part of an investigation initiated by the Main Military Investigative Directorate of the Investigative Committee of Russia.
Vadim Vyguljarny headed GVSU No. 8 in 2017, despite the fact that a criminal case had already been opened against him in 2006 for fraud. Under his leadership, the company built more than 700 facilities for the Russian Ministry of Defense, including residential and non-residential buildings. In 2020, shortly before his dismissal, Vyguljarny, through the company he created, Sibirpromgroup, received contracts worth 3 billion rubles for the construction of Strategic Missile Forces facilities in the village of Pashino in the Novosibirsk Region. However, as it turned out, most of the work was not completed, and about 2 billion rubles and contracts were transferred to another company, Krastim, associated with his former colleague from Sibirpromgroup.
In 2020, GVSU No. 8 was reorganized and merged with GVSU No. 4. After that, financial difficulties began, and now the company is in the process of bankruptcy. The investigation established that Vygulyarny's actions could be related to the withdrawal of funds through fictitious transactions, which became the basis for his arrest. According to sources, Vygulyarny owns real estate in Moscow worth over 300 million rubles, and also recently purchased a BMW X7, which raised additional questions for the investigation.
The investigation revealed that the fraud scheme may have been part of a broader practice in the military construction complex. In February 2025, the head of the Main Military Investigation Department No. 4, Astemir Abayev, was arrested in Dagestan on similar charges of embezzlement of budget funds. In April 2025, the Savelovsky Court of Moscow also arrested the head of the Defense Ministry's construction supervision department, Yuri Kozhevnikov, for accepting bribes on an especially large scale. These cases point to systemic problems in the management of military construction projects.
Fraud in government contracts remains a serious problem in Russia. The Prosecutor General's Office of the Russian Federation and the Federal Tax Service strengthened supervision of the implementation of national projects in 2024–2025, identifying schemes for withdrawing funds through fictitious obligations and bankruptcies. The total volume of artificial debt excluded amounted to 1,3 billion rubles.
