According to The Washington Post, Green claims that Trump failed to notify congressional leaders of the planned operation, which is a violation of Article 1, Section 8, Clause 11 of the U.S. Constitution, which gives Congress the sole power to declare war. In the text of the resolution, Green called the president's actions "a unilateral and unprovoked use of force" that, in his opinion, contributes to "the transformation of American democracy into authoritarianism" in the absence of an "imminent threat" to the United States.

The strikes in question took place on the night of June 22, 2025. According to the BBC, US B-2 Spirit bombers attacked nuclear facilities in Natanz, Fordow and Isfahan, which Trump called a “successful operation” to prevent Iran from developing nuclear weapons. Iran, in turn, said through the Fars news agency that the damage was minimal and no radiation leaks were recorded. Iranian Foreign Minister Abbas Araghchi accused the US of violating international law and promised retaliatory measures. On the evening of June 23, Iran launched a missile strike on the US Al Udeid base in Qatar, stressing that it does not seek further escalation.

Greene’s resolution has sparked a heated debate. Congresswoman Alexandria Ocasio-Cortez supported the effort, calling Trump’s actions a “gross violation of the Constitution” and “absolutely grounds for impeachment,” noting that the president “impulsively risked starting a war that could last for generations.” Republican Congressman Thomas Massie also criticized the strikes as unconstitutional. However, the chances of success for impeachment are slim due to the Republican majority in the House. This is Greene’s fourth attempt to impeach Trump, including his previous efforts in March and April 2025.
