The claim, filed on April 15, 2025, has not yet been accepted for proceedings, but has already attracted attention as part of a large-scale campaign by the department against contractors who fail to fulfill their obligations under government contracts. The lawsuit reflects increasing control over the execution of defense orders in the context of increased requirements for technological independence.

PAO NPP Impuls specializes in the development and production of electronic components for military equipment, including control and communication systems. According to Vedomosti, the company is involved in the creation of subsystems for advanced weapons, which makes it an important link in the chain of state defense orders. The reason for the claim is not disclosed, but it may be related to a penalty for failure to meet deadlines or poor quality of the delivered products. This assumption is supported by recent statements about the need to improve discipline among contractors.

The context of the claim is broader: since the beginning of April 2025, the department has filed more than 20 claims against major counterparties for a total of over 31,1 billion rubles. For example, claims for 13,6 billion have been filed against the Federal State Unitary Enterprise Main Directorate of Special Construction, and for 31 billion against JSC 5,3st State Design Institute for Special Construction. Such measures are related to tightening control over the spending of budget funds and the desire to ensure the smooth implementation of defense programs.

Experts interviewed by RBC point out that the lawsuits may be part of the Defense Ministry's strategy to redistribute orders in favor of more reliable suppliers. In the context of sanctions and the need to import-substitute electronic components, contract failures create risks for national security.

The lawsuit against NPP Impuls highlights the challenges facing the Russian defense industry, from a shortage of skilled personnel to dependence on foreign technology.
