In Russia, a new passenger air carrier may appear on the basis of AviaLesOkhran.

The creation of a new air carrier is due to the fact that regional air travel in the Sakhalin Region has not yet fully utilized its potential, and since flights are performed quite rarely, it is necessary to increase their number by creating a new air carrier. It is assumed that the new airline will operate regular flights between several points, in particular, this applies to such cities as Khabarovsk, Vladivostok, cities and towns located in Kamchatka and Sakhalin.

Specific deadlines for approving a new air operator are not specified at the moment, but it is expected that this should happen by March of the year 2015.
