Nebenzya: Ceasefire in Ukraine is unrealistic

On April 17, 2025, Russia's Permanent Representative to the UN Vasily Nebenzya said that a ceasefire in Ukraine at the current stage is "unrealistic" due to Kiev's systematic violations of previously reached agreements. Speaking to journalists after closed consultations of the UN Security Council, he recalled the failure of a 30-day moratorium on attacks on energy infrastructure, introduced on March 18 at the initiative of the presidents of Russia and the United States. According to Nebenzya, Ukraine did not comply with the moratorium, launching more than 60 attacks on energy facilities, including substations in the Zaporizhia region. In such circumstances, the diplomat emphasized, it is premature to talk about a broader ceasefire. He also noted that the consolidation of any future agreements in the UN Security Council will depend on specific conditions and wording that must suit all parties.

Nebenzya's statement comes amid ongoing talks in Paris, where U.S., European and Ukrainian officials are discussing the possibility of an Easter truce on April 20. Russia is not directly involved in these consultations, but maintains contacts with Washington through intermediaries, Reuters reports. Moscow has given the U.S. a list of moratorium violations, including attacks on oil depots and substations, which the Kremlin says undermines trust in the talks, TASS reports.

The talks in Paris, attended by US Secretary of State Marco Rubio and Special Representative Steve Witkoff, are being complicated by disagreements, according to The Wall Street Journal. Ukraine, according to President Volodymyr Zelensky, rejects any territorial concessions.
