On June 22, 2025, Russia's Permanent Representative to the UN Vasily Nebenzya spoke at an emergency meeting of the UN Security Council convened in connection with the US missile and bomb strikes on Iran's nuclear facilities. The diplomat sharply condemned Washington's actions, calling them "irresponsible, dangerous and provocative." According to him, the attack on the facilities in Natanz, Fordow and Isfahan opened a "Pandora's box" whose consequences could be unpredictable and lead to a global escalation. Nebenzya emphasized that the United States once again demonstrated disregard for international law and the position of the world community, deliberately rejecting diplomatic ways to resolve the conflict.
According to the information presented at the meeting, on the night of June 22, the US Air Force, using B-2A Spirit stealth bombers, struck key Iranian nuclear infrastructure facilities. US President Donald Trump said the goal of the operation was to "limit Iran's nuclear capabilities" to prevent the creation of nuclear weapons. He also warned Tehran against retaliatory actions, threatening "more serious consequences." However, according to Nebenzya, no one authorized the US to take such actions, and the attack on facilities under IAEA safeguards undermines the global nuclear non-proliferation regime.
The Russian diplomat recalled that Moscow had repeatedly offered Washington mediation services to find peaceful solutions to the Iranian nuclear program, but the US preferred a forceful scenario.
Iran, in turn, strongly condemned the actions of the United States. Tehran's permanent representative to the UN, Amir Saeed Iravani, called on the UN Security Council to clearly condemn the aggression of the United States and Israel, stressing that Iran reserves the right to self-defense. Iranian President Masoud Pezeshkian said that the United States "must be held accountable" for the attack, and according to NBC, Tehran is threatening to activate cells of its supporters in the United States. In addition, American media outlets report that Iranian-backed armed groups are preparing to attack US military bases in Iraq and, possibly, Syria.
The international community's reaction was mixed. Russia and China condemned the US actions, proposing a draft resolution in the UN Security Council.
