The head of the Ministry of Industry and Trade Denis Manturov said that Russia completely refuses to build helicopter carriers:

"The issues related to the construction of an aircraft carrier for the Russian Navy are currently under discussion, and on the issue of the construction of a helicopter carrier I can say for sure that helicopter carriers, in the pure sense of the word, will not be built"

According to experts and analysts, the most likely reason for refusing to produce such ships was either a lack of financial resources, which, given the crisis situation, is quite possible, or the complexity of implementing the project itself.
