Russia may introduce a ban and administrative liability for photographing and videotaping objects

The Government Commission for Crime Prevention, headed by the Minister of Internal Affairs Vladimir Kolokoltsev, has instructed the Russian Ministry of Defense to develop measures to prohibit photo and video filming of air defense facilities, their placement and operation. It is also proposed to establish administrative liability for violating this ban.

This initiative received support in the relevant committees of the State Duma. Deputy Chairman of the Committee on Security and Anti-Corruption Anatoly Vyborny noted that the publication of materials from the sites of repelling drone attacks on the Internet can help to reveal the temporary deployment and organization of the service of air defense forces, which makes it easier for the enemy to adjust strikes. In this regard, he emphasized the need to ban such filming throughout Russia.

First Deputy Chairman of the Committee on Information Policy, Information Technology and Communications Oleksandr Yushchenko added that the introduction of the new ban will not affect the constitutional rights of citizens to freedom of search, receipt and transmission of information. He noted that in modern conditions it is important to ensure a balance between freedom of information and issues of national security.

Similar measures have already been introduced at the regional level. Thus, from January 15 to December 31, 2025, a ban on posting photos and videos related to the operation of the city's air defense systems on the Internet is in effect in St. Petersburg. This decree was signed by Governor Alexander Beglov and is aimed at preventing the disclosure of the location of air defense systems and other protective equipment.

In the Tula region, from November 18, 2024, by decision of the operational headquarters, a ban was introduced on the publication and distribution in the media and the Internet of photo and video materials containing data that contribute to the disclosure of the locations of the forces and means of the Ministry of Defense of the Russian Federation and military infrastructure facilities. Violation of this ban entails a fine of up to 150 thousand rubles in accordance with regional legislation.

In August 2023, the Federation Council developed a bill prohibiting the distribution in the media and on the Internet of photo and video materials containing data on the deployment and redeployment of the Russian Armed Forces, military infrastructure, critical facilities, as well as information on the locations of shelling or the use of air defense systems and drones.
