Chronology of events:

The dispatcher, who controlled the approach of the aircraft, violating the requirements of the GA-85 and the Bugulma airport landing control technology did not inform the crew that the aircraft had exceeded the boundary tolerances on the glide path, did not forbid landing and did not indicate a second lap. With the removal of the 3500, the crew was able to bring the aircraft into the zone of permissible exchange rate and altitude deviations with almost constant Vpr = 220 km / h. From the 2600 m station, the aircraft began to be unbalanced in pitch, which was accompanied by increased elevator costs, which is probably associated with aircraft icing. From a distance of 1700 m, the plane began to dodge continuously to the right of the landing course and at a distance of 1400 m went beyond the limits of allowable deviations along the course with the departure at the same time as the glide path. The vertical descent rate reached at that 7 m / s.

For 34 seconds before the incident, the dispatcher gave the crew a second-round command. After 5 seconds after the flight alarm was triggered, the commander gave the command to go to the second circle, which was performed from the height 60 m with an increase in the engine mode without cleaning the flaps to takeoff. This caused an increase in the negative angle of attack of the horizontal tail to a critical value. Late actions to hold the handwheel and abrupt piloting of the pilot in icy stabilizer conditions caused the elevator to drop into the extreme position, which caused the dive mode, a significant decrease in vertical overload less than one, a sharp lowering of the nose and a curvature of the aircraft’s flight path downwards, that is, “peck” »Aircraft, in which the return of the steering wheel to its original position will require great effort. The acute shortage of time and low altitude did not give the crew the opportunity to withdraw the aircraft from the "dive". The aircraft in 05: 02: 00 at a distance of 802 m after the end of the strip and in 598 m to the right of its axis crashed to the ground at 260 km / h with a pitch angle of 75-80 degrees with engines operating in takeoff mode and collapsed completely. There was no fire.

The actual weather was: visibility on the 1000 m strip, 80 m high, 8 octane wind, 6 wind m / s, 260 degrees, haze, temperature -2 ° С. In 04: 58 transmitted a storm warning - 8 octane haze 80 m, 1000 m ,. This message was not transmitted to the crew. The weather conditions at the time of landing responded to the conditions for freezing frost, and therefore severe icing in precipitation and clouds. The most likely icing could be at the entrance to the clouds with an upper limit of approximately 1000 m and up to the lower edge of the clouds and 80 m.
