This rather nondescript plane was ordered US Navy 1940 year for initial training of pilots. The aircraft is based on the fighter CW-21 company "Curtiss" created in 1938 year.

An initial contract for 150 aircraft was placed with Curtiss in November 1940, with orders for another 150 aircraft that followed that year, and five aircraft the following year. After the delivery of the 305th SNC aircraft at the end of 1941, production was stopped. One SNC aircraft remained in airworthiness.
