The 9M729 Novator is a Russian cruise missile that is part of the Iskander and Iskander-M missile systems. The 9M729 missile, according to the arguments of the American side, is one of the types of weapons that violate the Treaty on the Elimination of Intermediate-Range and Shorter-Range Missiles, however, according to the technical specifications, the maximum flight range of the 9M729 missile is 490 kilometers, this is a land-based version of the ZM-14 missile of the Caliber- NK "and was developed by OKB" Novator "(Yekaterinburg). The development of the Russian cruise missile 9М729 Novator began in the 2000-ies. The key goal of its creation was the need for a tactical missile capable of effectively delivering accurate strikes at distances up to 500 and more than kilometers, which, according to Western sources, indicates that Russia violated the Treaty on the Elimination of Medium and Small-Range Missiles.

Thanks to a series of successful tests, the 9M729 SSC-X-8 "Novator" rocket was adopted by the Russian army, but this fact led to the fact that the United States of America declared Russia's violation of the INF Treaty, and in early February 2019 began the procedure for withdrawing from Agreement.

The first tests of the 9М729 SSC-X-8 "Novator" rocket were carried out in 2008, after which the rocket underwent a number of changes, however, its successful tests contributed to the fact that it was still adopted by Russia.

 

In 2017, at the Kapustin Yar test site, full-fledged combat training launches of the Novator 9М729 missiles were conducted, and at the beginning of 2019, the rocket was subjected exclusively to electronic launches.

Western analysts and experts believe that the Russian cruiser missile 9М729 Novator has a significantly longer range than 500 kilometers. According to experts, the range of this rocket can be about 2,5-3,5 thousand kilometers, which clearly violates the Treaty on the Elimination of Medium and Small-Range Missiles.

 

The operational-tactical missile system (OTRK) "Iskander-M" is used for covert preparation and delivery of accurate missile strikes at important areal and small-sized targets in the depth of the operational build-up of enemy troops. OTRK was created as a result of joint work of the design bureau, research institutes and factories under the leadership of the design bureau of machine building (Kolomna). The homing system was developed by the Central Research Institute of Hydraulics and Automatics, the launcher - TsKB "Titan".

 

Usually Iskander-M is equipped with several 9М723-1 ballistic missiles. In addition, it can use medium-range anti-ship cruise missiles P-500 or 9М728. P-500 was developed using developments on the themes ZM-54 "Caliber", RK-55 "Relief", X-55 and X-101 / 102. She could hit a target at a distance of 500 kilometers. The first test launch of the complex’s rocket took place in the late spring of the 2007 of the year.

The 9М778 / Р-500 rocket has an inertial navigation system interfaced with receivers of GLONASS / GPS signals. It carries half a ton of combat load, which can be used as a nuclear warhead with power from 10 to 50 kt. A missile can hit moving targets, and its CWO score is just 5 m.

 

Anti-ship modification "Iskander" is used to fight destroyers and cruisers of NATO. Its main task is to reduce the superiority of the enemy at sea. To increase the damage inflicted on the final leg of the flight, it decreases to 5-10 meters above sea level and develops speed to M-3.

 

But only after the 9М729 rocket arrived at the Iskander-M OTRK, the system got to a higher level.

 

According to US intelligence, it became known that the missile test began with the 2008 year, and ended in the 2014 year. It should be noted that the very designation of the rocket 9М729 was originally taken from foreign sources.

 

Rocket 9М729 created by the normal aerodynamic configuration. In the transport position, when the rocket is located in the transport-launch container, its wings fold into the body of the product. It is completed with a launch 2-x modal solid-fuel engine, undocked from the rocket upon completion of work and a set of speed necessary to start the cruise engine. It is assumed that the round rocket has a control system with Doppler drift angle sensors with correction according to data from the GLONASS satellite navigation system. At the final stage of targeting, an active jam-proof radar homing head is used.

 

Many experts believe that the rocket propulsion engine is exactly the same as the engine in the 3М-14 cruise missile of the Caliber-NK complex and is a compact non-extendable short-life small-capacity turbofan R-95-300 / РДК-300 from the creator of Soyuz Design Bureau.

 

According to information from Western sources, the flight of 9М729 rockets, like the 3-14 complex itself, takes place along a previously laid route, taking into account intelligence data on the availability of air defense equipment and the position of the target. The missiles overcome the development zones of the enemy’s air defense system, which is ensured by low flight altitudes and autonomy in silent mode on the main sector.

 

According to experts, 9М729 constructively represents an analogue of 9М728, but the length of the product has been increased from about 6,7 to 8,1 meter. Due to this, the volume of the fuel tank (and the range of flights of the rocket) was significantly increased. But because of the increased length, instead of the classic self-propelled launcher of the Iskander-M OTRK 9P78-1 (the creators of the TsKB Titan), they had to develop a new launcher (9P701) and another 9Т256 transport and charging machine. Both were based on the MNNXXKT-3 multi-axle chassis (Minsk Wheel Tractor Plant).

According to American experts, in the case of conventional equipment, the product is completed with a high-explosive fragmentation warhead with an air blast function, exactly the same as the 3М-14 product.

 

Moscow has stated many times that the characteristics of the 9М729 long-range cruise missile do not violate the INF Treaty. This was once again confirmed by the press secretary of the Russian President D.Peskov, answering questions from the US State Department to the Russian Federation to abandon the 9М729 rocket.

 

Washington is calling on Moscow to either change the 9М729 rocket, or to abandon it. In the US, they are confident that its range violates the terms of the treaty on the elimination of medium and short-range missiles. In turn, Russia completely rejects this fact.

 

The ground-based cruise missile 9М729 has been at the center of American interests since 2014. Then the administration of US President Barack Obama told about the tests of this rocket, which, in their opinion, violates the provisions of the INF Treaty of 1987 of the year. This document prohibits Russian and American medium-range ground-based missiles.

 

The Obama administration tried to convince Moscow to abandon the “violation” of the INF Treaty and leave the missile at the testing stage. According to US data, instead, in the Russian Federation continued the deployment of this system. Washington's 9М729 rocket is already being supplied to equip artillery of the Armed Forces and the combat units of the Rocket Forces. In other words, Moscow launched mass production and use of the Isnander-M subsonic long-range 9М720 missile missile as part of the 9K729 missile system.

At the beginning of 2019, a press conference was organized, at which the Russian military demonstrated the Novator 9М729 rocket and disclosed its performance characteristics, but this fact was inconclusive, as a result of which the United States left the INF Treaty. Against this background, Russia announced its intention to increase the range of the Novator's flight (9М729 rocket) to 2-3 thousand kilometers.
