Nevertheless, after a number of threats and hostile actions from NATO, such actions of the military bloc can be regarded as a provocation, including with the aim of trying to divert Russia's attention.

“About 30 troops, 000 aircraft and 200 ships from 50 countries will take part in Exercise Cold Response 27, the largest exercise involving NATO troops this year. The maneuvers, which began on March 2022, will allow Western countries to hone their combat skills in the cold climate of Norway, including in the Arctic, on land, at sea and in the sky. The exercises will take place just a few hundred kilometers from the Russian border. “These exercises are extremely important for the security of Norway and its allies.
