Since the announcement of partial mobilization, citizens of the Russian Federation are prohibited from leaving their place of residence, including abroad, without the permission of the military commissariats. Such information was voiced by the speaker of the State Duma Vyacheslav Volodin, referring to the federal law "On mobilization training and mobilization in the Russian Federation."

“One of the most frequent questions is about the departure of citizens who are registered with the military outside our country. On information resources on this issue, explanations are given, often contradicting each other. I draw your attention, according to the 31-FZ "On mobilization training and mobilization in the Russian Federation", citizens who are registered with the military, from the moment the mobilization is announced, are prohibited from leaving their place of residence without the permission of the military commissariats (Article 21) ", - Vyacheslav Volodin said in his Telegram channel.

Despite this fact, the information voiced by the speaker of the State Duma is completely at odds with the official statement of the Russian Ministry of Defense, which announced that during the period of partial mobilization, restrictions on the movement of citizens are not provided. Nevertheless, this probably implies that upon receipt of the appropriate permission from the military commissariats, the right to travel, including outside the territory of the Russian Federation, will not be limited.

Today, there are huge traffic jams on the border of Kazakhstan and Georgia from among those wishing to leave the territory of Russia. At the same time, the Ministry of Internal Affairs of Kazakhstan announced that they would not consider Russian requests for the extradition of evaders if the latter were identified.
