On May 13, 2026, California Independent Congressman Kevin Kiley added the crucial 218th signature to a petition that would force a vote on the Ukraine support bill.
This procedure allows rank-and-file lawmakers to bring an issue to the House floor without the Speaker, who sets the agenda and has repeatedly blocked discussion of aid to Kyiv.
The document proposes the allocation of $1,3 billion in military aid and $8 billion in loans, as well as the introduction of new sanctions against Russia.
The petition was signed by all 215 Democrats, two Republicans (Don Bacon and Brian Fitzpatrick), and independent Congressman Kiley.
The House of Representatives is scheduled to consider the bill in early June. However, experts doubt it will become law, as President Trump and the Republican majority in the Senate oppose it.
This is the eighth time in the last three years that lawmakers have resorted to such a measure, bypassing Johnson.
