On April 17, 2025, the Moscow Garrison Military Court sentenced the former Chief of the Main Communications Directorate of the Russian Armed Forces and Deputy Chief of the General Staff, Lieutenant General Vadim Shamarin, finding him guilty of accepting bribes in the amount of 36 million rubles. As the investigation established, in the period from April 2016 to October 2023, Shamarin, using his official position, ensured an increase in the volume of deliveries of products from the Perm Telephone Plant "Telta" for the needs of the Ministry of Defense, and also provided general patronage to the enterprise. In exchange for this, he received funds from the plant's General Director Alexey Vysokov and Chief Accountant Elena Grishina. The court sentenced Shamarin to seven years of imprisonment in a strict regime penal colony, stripped him of his military rank of lieutenant general and banned him from holding positions in the civil service for seven years. In addition, property in an amount equivalent to the amount of the bribe was confiscated.
Shamarin was detained on May 22, 2024, following searches conducted by the Main Military Investigative Department of the Investigative Committee of the Russian Federation. Initially, the general did not admit guilt, claiming that the nomenclature of orders was approved by the Chief of the General Staff Valery Gerasimov, and he only signed the agreements. However, in November 2024, Shamarin entered into a pre-trial cooperation agreement, partially admitting guilt and stating that the amount of the bribe was 19 million rubles, and not 36 million, as the investigation claimed. Thanks to the deal, the case was considered in a special order, without examining the evidence, which made it possible to reduce the sentence. The prosecutor's office requested 12 years in prison and a fine of 107 million rubles for the accused, but the court took into account Shamarin's cooperation and the absence of aggravating circumstances, imposing a more lenient sentence.
