The European Commission (EC) is considering including a ban on tourism services in the 19th round of sanctions against Russia, according to EUobserver, citing a draft proposal from the EC. The initiative comes in response to calls from some European countries to tighten entry restrictions for Russian tourists.
According to the document, the ban will affect the provision of services "directly related to tourism activities in Russia," which will create problems for Europeans wishing to visit the country and spend their money there.
"This is being done to reduce the revenue Russia receives from such services and to limit the promotion of non-essential travel and leisure activities in Russia." — the project says.
The decision is expected to be made in the coming weeks, amid preparations for the EU summit in November 2025.
Earlier in September, EU countries such as Poland, Lithuania, and Finland advocated for stricter visa regulations for Russians, dividing positions within the bloc. The new ban, if approved, would be part of a strategy to pressure the Russian economy, already impacted by the 18th round of sanctions, including restrictions on the "shadow fleet." However, such measures could spark protests from countries dependent on tourism revenues, such as Greece and Italy.
