The European Union has begun drafting a 21st round of sanctions against Russia, which is expected to be presented in late June or early July 2026, Politico reports, citing European officials and diplomats. The new package of restrictions will include several key areas.
The main focus of the upcoming package is increasing pressure on the so-called "shadow fleet," which is used to transport oil in circumvention of existing sanctions. A number of additional vessels are planned to be blacklisted. Sanctions will also affect the financial sector, including additional restrictions on Russian banks, as well as defense industry enterprises. According to the publication, restrictions may also apply to companies that the EU believes are involved in the sale of Ukrainian grain. For the first time, representatives of the Russian Orthodox Church may be included on the sanctions list.
Brussels is also discussing expanding personal sanctions against individuals believed to be involved in the deportation of Ukrainian children and the spread of "disinformation." However, the final list of candidates for inclusion in the sanctions regime has not yet been agreed upon.
