The EU High Representative for Foreign Affairs and Security Policy Kaja Kallas said on 8 April 2025 that EU and NATO countries are exploring the possibility of sending troops to Ukraine after a ceasefire is reached. According to her, the mission formats under discussion range from a monitoring mission aimed at verifying compliance with the agreements to a deterrence mission that could prevent the resumption of hostilities. Kallas's statement comes amid ongoing discussions about ways to ensure long-term stability in the region, where the conflict remains one of the main threats to European security.
Kallas stressed that the deployment of troops would only be possible after a sustainable ceasefire had been established, but European leaders were already working on various scenarios.
"We are considering a wide range of options, from a mission that would monitor the implementation of agreements to a more active role aimed at deterring potential aggression," “she noted, speaking to journalists in Brussels.
The head of European diplomacy added that such steps would require close coordination between EU and NATO countries, as well as Kyiv's consent. In her opinion, the presence of international forces could be a key factor in preventing a new escalation.
The idea of sending troops to Ukraine comes amid difficult negotiations over a possible ceasefire. In March 2025, as Politico reported, US President Donald Trump, who returned to power, increased pressure on European leaders to speed up the peace process.
