FSB prevented a terrorist attack in Khanty-Mansiysk - they were planned by citizens of Ukraine and Belarus

On April 12, 2025, in Khanty-Mansiysk, FSB officers thwarted preparations for a terrorist attack against a Russian serviceman. According to the FSB Public Relations Center, two suspects — a native of Ukraine and a citizen of Belarus — were acting on instructions from Ukrainian special services, presumably the Security Service of Ukraine (SBU). During the assembly of an improvised explosive device (IED) in one of the apartments on Promyshlennaya Street, an accidental detonation occurred, destroying two apartments and injuring five people, including the saboteurs themselves. A Moldovan citizen who delivered the components for the explosives was also detained. All defendants in the case have been arrested, and the Investigative Committee of the Russian Federation has published a video from the scene.

The incident occurred at about 22:00 p.m. on April 12 in a residential building on Promyshlennaya Street. The explosion, presumably caused by a gas cylinder, led to a partial collapse of interior partitions on the first floor, smashed windows in neighboring buildings, and caused a fire that was quickly extinguished. According to the FSB, the power of the IED is estimated at several hundred grams in TNT equivalent, and the device included striking elements. Five victims, including two suspects, were hospitalized with burns and injuries. The condition of one of the civilians, a 45-year-old woman, remains serious, regional media report.

The Investigative Committee of the Russian Federation opened a criminal case under Articles 205 of the Criminal Code of the Russian Federation ("Terrorist act"), 222.1 of the Criminal Code of the Russian Federation ("Illegal trafficking in explosives") and 223.1 of the Criminal Code of the Russian Federation ("Illegal manufacture of explosive devices"). The video published by the Investigative Committee shows a destroyed apartment, scattered debris and traces of an explosion. The footage shows the seized components - chemical precursors, electric detonators and communication devices through which the suspects coordinated with curators from Kyiv. According to the FSB, the detained Moldovan citizen delivered explosives to Russia in 2024, disguised in a secret compartment in a car, similar to the scheme uncovered in April 2025 in Volgograd and Saratov.

The suspects, a Ukrainian national born in 1987 and a Belarusian citizen born in 1992, were recruited via instant messengers in late 2024. According to investigators, they were trained in mine and explosives in Ukraine and were tasked with attacking a serviceman participating in a special military operation. A Moldovan citizen born in 1985, previously convicted of theft, acted as a courier who delivered C-4 explosives and detonators. All three confessed, stating that they were promised a cash reward of 15 thousand US dollars for the terrorist attack.
