The State Duma Defense Committee recommended that the lower house of parliament reject an amendment to triple the salaries of conscripts, Deputy Mikhail Delyagin, the author of the initiative, told Gazeta.Ru on November 12, 2025. The reason given was the ongoing special military operation (SVO), which made the proposal "ill-timed."
A week ago, on November 5, Delyagin approached the Russian Ministry of Defense with a proposal to raise the base salary for conscripts from the current 2580 rubles to 7500 rubles, citing the need to enhance the prestige of conscription and ensure soldiers' basic financial needs. He cited the example of Russia, where a proposed increase in salaries from 2758 to 7500 rubles in 2025 was proposed, a proposal that received the Ministry of Defense's support.
However, the committee considered the initiative irrelevant given current military spending.
Analysts note that the 2025 budget has already been increased by 12% for military needs, and additional spending on conscripts (approximately 50 billion rubles annually for 250 service members) may be impractical. However, the issue may be reopened after the conclusion of the Second Military Operation. The Ministry of Defense has not yet commented.
