The State Duma of the Russian Federation passed a law writing off overdue loans of up to 10 million rubles for citizens who signed contracts with the Russian Ministry of Defense beginning May 1, 2026. The bill was passed in its first reading and passed en banc.

According to the document, participants in special military operations, as well as their spouses, are exempt from overdue loan debt. A key condition is the conclusion of a contract with the Ministry of Defense beginning May 1, 2026. Furthermore, the write-off applies if a court decision on debt collection has already entered into force against the debtor, or if an enforcement document has been issued or presented for enforcement.

A similar support measure was previously introduced in 2024. The new law applies to overdue debts up to 10 million rubles. This initiative is aimed at providing social support to military personnel and their families.
