Acting Governor of Kursk Region Alexander Khinshtein made a statement regarding the incident with blogger Akim Apachev, who had previously apologized for graffiti on the walls of a building in the city of Sudzha. According to the official, a public apology does not exempt the author from administrative liability, since the fact of the offense has already been recorded. Khinshtein emphasized that such actions are considered a violation of the law, regardless of subsequent attempts to make amends.

The incident took place in Sudzha, where the blogger left unauthorized drawings on the facade of one of the buildings. After public outcry and criticism from local residents, Apachev recorded a video message in which he admitted his mistake and expressed regret. However, as the acting governor noted, such steps do not cancel the legal consequences. Khinshtein clarified that the materials on this case have already been transferred to law enforcement agencies, which will determine the punishment in accordance with the Code of Administrative Offenses of the Russian Federation.
