The facility was built on the site of the Winter Palace in Pyongyang, which was demolished in 2024, and work on it was completed in November last year. Now, according to experts, the base is ready to conduct ballistic missile tests, which underlines North Korea's desire to build up its nuclear potential under the cover of civilian structures.
An analysis of images provided by the James Martin Center for Nonproliferation Studies has revealed key details of the camouflage. Under a thin layer of soil and grass is a concrete base laid in June 2024. This is the type of structure typically found on long-range missile launch pads. Experts say the choice of location and the careful imitation of a golf course indicate Kim Jong-un’s attempt to conceal his military preparations from international scrutiny while maintaining operational readiness.
The move was part of a broader strategy by Pyongyang to bolster its nuclear arsenal. In early 2025, North Korea tested a Hwasong-18 intercontinental ballistic missile capable of reaching the United States, prompting a sharp response from Washington and Seoul, according to Reuters. Satellite images published by 38 North also showed activity at the Sohae test site in February, where more launches were likely being prepared. Analysts have linked the secret base to North Korea’s desire to diversify its launch sites, making them harder for an adversary to detect and potentially destroy.
The international community has already reacted to these data. The US State Department called the DPRK's actions a violation of UN resolutions, and South Korea has stepped up border monitoring, fearing provocations.
