Lavrov also noted that the American delegation proposed a moratorium on attacks on energy facilities both in Russia and Ukraine. In response, the Russian side emphasized that it had never endangered the energy supply systems of the civilian population of Ukraine and that their targets were exclusively facilities serving the armed forces of Ukraine.
In addition, the head of the Russian Foreign Ministry denied reports about the existence of a three-stage plan to resolve the conflict, calling them fake. He emphasized that he had not seen such proposals and that such statements do not correspond to reality.
During the talks, the parties also discussed the need to remove barriers to mutually beneficial economic cooperation. Particular attention was paid to issues of bank transfers and the elimination of artificial barriers in this area. Lavrov emphasized that Russia and the United States will continue the dialogue on these issues with the aim of normalizing economic relations.
Lavrov separately noted that the presence of NATO troops under the EU flag or national flags on Ukrainian territory is unacceptable for Russia. He emphasized that such actions will be considered a direct threat to the security of the Russian Federation.
