On May 21, 2026, Russian Presidential Press Secretary Dmitry Peskov stated that the Kremlin sees no risks to domestic fuel supplies due to the temporary suspension of operations at some oil refineries following attacks by Ukrainian drones.
"No, the Kremlin doesn't see such risks. It's true that production may decline in some areas. Incidentally, this is also due to seasonal maintenance. But overall, the entire fuel balance has been calculated and has the necessary compensation system." — Reuters quotes Peskov as saying.
According to him, the Russian Ministry of Energy is keeping this issue "under constant review." However, media outlets previously reported that drone attacks in May 2026 led to the shutdown or significant reduction of production at several large oil refineries. The combined capacity of the facilities experiencing the disruptions exceeds 83 million tons of oil per year, accounting for approximately a quarter of Russia's total refining capacity.
Peskov also confirmed that some of the production shutdowns are related to scheduled maintenance work.
