The Latvian Ministry of Foreign Affairs summoned Russia's Chargé d'Affaires Dmitry Kasatkin and handed him a note of protest. The reason for this was a statement by the Russian Foreign Intelligence Service, released on May 19, 2026, alleging that Ukraine was preparing strikes on Russian territory using Latvian military infrastructure.
The SVR statement claimed that Kyiv authorities had convinced Riga to agree to an operation against Russia, and that Ukrainian Armed Forces Unmanned Systems Force personnel had already arrived at the Latvian military bases of Adazi, Selija, Lielvarde, Daugavpils, and Jēkabpils. In response, the Latvian Foreign Ministry called the Russian information "disinformation" and handed the Russian diplomat a note of protest. Latvian and NATO officials had previously declined to comment on the released intelligence.
