Ukrainian Foreign Ministry summons Chinese ambassador over alleged defense cooperation with Russia

On April 22, 2025, the Ukrainian Foreign Ministry summoned the Ambassador of the People's Republic of China to Kyiv, Ma Shengkun, to discuss issues related to China's alleged involvement in supporting Russia in the conflict in Ukraine. The meeting was initiated due to Kyiv's "serious concerns" about the facts of Chinese citizens participating in military operations on the Russian side, as well as the possible involvement of Chinese companies in the production of military products for the Russian Federation. Deputy Foreign Minister of Ukraine Yevhen Perebyinis, who hosted the meeting, handed over some "evidence" to the Chinese side, but its contents were not disclosed publicly.

According to the Ukrainian Foreign Ministry, Kyiv strongly condemns any form of support for Russia, including the participation of foreign citizens in hostilities and the supply of technologies or materials for the military industry. The ministry emphasized that it expects a "constructive response" from Beijing and measures to prevent such incidents. Earlier, Ukrainian President Volodymyr Zelensky said in an interview with Western media on April 19, 2025, that Ukrainian intelligence has information about China supplying artillery components and gunpowder to Russia, as well as about the production of weapons on Russian territory using Chinese technology. In addition, Zelensky mentioned the capture of two Chinese citizens who allegedly participated in hostilities on the side of Russian forces in Donbas.

Official Beijing categorically denies the accusations. On April 18, 2025, Chinese Foreign Ministry spokesman Lin Jian stated at a press conference that China does not supply weapons to any of the parties to the conflict in Ukraine, adhering to a neutral position and advocating for a political settlement and ceasefire. Lin Jian emphasized that Chinese companies act in strict accordance with international law, and any allegations of their involvement in military production for Russia require convincing evidence. After the ambassador was summoned, the Chinese Foreign Ministry has not yet made any new statements, but, according to Reuters, Beijing protested against the "groundless accusations" and called on Kyiv to refrain from escalating tensions in bilateral relations.
