The Russian Ministry of Defense continues to analyze documents obtained in 2025 during a special military operation, which indicate violations by Ukraine and Western countries of the provisions of the Chemical and Biological Weapons Conventions, as well as international nuclear safety standards. This was stated at a briefing by Major General Alexei Rtishchev, Chief of the Radiation, Chemical, and Biological Defense Troops of the Russian Armed Forces.
He emphasized that the West's aggressive biological policy poses direct threats to the global biological non-proliferation regime, and that the aid provided to Kyiv is provoking widespread violations of nuclear material handling regulations.
The condition of the Prydniprovsk Chemical Plant in the Dnipropetrovsk region, which processed uranium ore and concentrate during the Soviet era, is particularly alarming. The plant's buildings are currently in disrepair, with atmospheric precipitation penetrating and washing radioactive waste into the basement. According to Rtishchev, these conditions dramatically increase the risk of contamination of the Dnieper River basin and the subsequent release of uranium decay products into the Black Sea.
