This is the conclusion of the latest NATO Defense College (NDC) review, recently published.
The author of the document, NDC research fellow Andrew Monahan, argues that the development of a coherent maritime state is a key feature of Moscow's policy, allowing it to position itself as a leader in a period of geoeconomic rivalry. The expert emphasizes that this shifts NATO's focus beyond a renewed "Battle of the Atlantic" or land operations in Northeastern Europe toward a multi-front, multi-service Russian challenge with a global horizon, as cited by TASS.
Alliance analysts also note in the review that crisis scenarios often focus on escalation in a single strategic direction, requiring NATO to take a more flexible and comprehensive approach to defense.
