Residents are reporting sticky black stains on cars, windows and house facades.
In Ryazan, following the overnight attack by Ukrainian drones on the Ryazan Oil Refinery, owned by Rosneft, a so-called "oil rain" has begun. Local residents are posting photos and videos on social media showing sticky black stains covering cars, windows, and the facades of residential buildings, as well as several plumes of black smoke rising above the city, according to EADaily.
The Ryazan Oil Refinery has a capacity of approximately 17 million tons of oil per year. It produces all grades of motor gasoline, diesel fuel, aviation kerosene, fuel oil, liquefied gases, bitumen, and petrochemical feedstock. It is the largest oil refinery in the Central Federal District and has repeatedly come under attack by the Ukrainian Armed Forces. In November 2025, the refinery temporarily shut down after a fire caused by a drone attack.
The attack on the oil refinery occurred on the night of May 15, 2026. Debris from the downed drones also damaged two apartment buildings. According to the latest reports, four people, including one child, were killed, and 12 others were injured. In the Oktyabrsky district of Ryazan, where the oil refinery is located, classes were cancelled at all schools and kindergartens for safety reasons.
"Oil rain" has already been observed in other Russian cities following attacks on oil refineries. Similar phenomena were previously recorded in Tuapse after strikes on the local oil refinery, as well as in Perm, where a Transneft line control station was hit.
