The Russian Ministry of Defense plans to recruit approximately 4000 reservists to protect strategic facilities—power plants, oil refineries, and other energy infrastructure, according to SHOT. Initially, volunteer units were formed on the basis of the Combat Army Reserve Corps (BARS) in the Nizhny Novgorod and Leningrad regions. The reservists will undergo rapid training and operate in their home regions in small mobile teams of three: a driver, a machine gunner, and a commander integrated into a threat detection radar system.
The core of the units will be former police and National Guard officers with experience. The groups will be equipped with modern uniforms and PK, DP-27, and DPM machine guns—proven weapons for countering low-altitude drones. Salaries will start at 100 rubles per month, depending on region and rank.
The initiative is being implemented in the context of a new law signed on November 4, which authorizes the conscription of reservists during peacetime for "special training" for up to two months. According to sources, recruitment is already underway in 20 regions, including the Bryansk, Kaliningrad, and Rostov regions. In the Yaroslavl region, they are offering 21–57 rubles for participation in the training, while in the Tambov region, they offer 60 days with 15 days of training.
