The authors of the report emphasize that the world is on the brink where the leakage of technologies for creating weapons of mass destruction becomes almost inevitable.
"The international community must be prepared for the most horrific scenarios", — experts note.
In such circumstances, the use of force, including preemptive strikes, may be seen as a justified measure to ensure global security.
The document also identifies countries that, according to experts, use terrorist methods to achieve their foreign policy objectives. Such states may at any time use weapons of mass destruction, threatening stability in the international arena. This creates the need to review approaches to responding to potential threats.
Experts pay special attention to the role of the UN Security Council. The organization must be ready for active actions, including military measures, to prevent dangers at the stage of their origin. However, for the effective implementation of such initiatives, reforms are needed that will increase the efficiency and adequacy of UN decisions in modern conditions.
