Putin Ready for Ceasefire in Ukraine, But on His Own Terms

Russian President Vladimir Putin is inclined to agree to a ceasefire with Ukraine, but intends to seek to include in the agreement conditions that are favorable to Moscow. This was reported by Bloomberg, citing sources close to the situation. According to them, the Russian leader is looking for ways to ensure the most favorable outcome for Russia. Experts and insiders note that such tactics may be aimed at strengthening the Kremlin's position before the start of negotiations.

One source familiar with the Russian leadership’s position emphasized that Putin is ready to consider the idea of a temporary pause in hostilities, but only on the condition that the agreement takes into account Moscow’s key demands. So far, the Kremlin does not see the framework proposed at the US-Ukrainian consultations in Jeddah on March 11, where a 30-day ceasefire was discussed, as acceptable. According to the source, the Russian authorities have not held direct talks with their American colleagues about this agreement and consider it insufficient to satisfy their interests. Moscow will likely insist on longer terms or additional guarantees to avoid the risk of a quick resumption of the conflict.

This approach fits into Russia's current strategy. Following the Ukrainian Armed Forces' offensive in the Kursk region in the summer of 2024 and the subsequent counteroffensive by Russian troops, a significant portion of the captured territories had been returned to Moscow's control by March 2025. In particular, in the Sudzha area, Russian forces are actively displacing the enemy, which strengthens their position ahead of possible negotiations. Russian presidential press secretary Dmitry Peskov previously stated that Russia is ready for dialogue, but only on conditions that ensure its security and territorial integrity.
