Putin orders intensification of fight against telephone fraud

Russian President Vladimir Putin has instructed the government, the FSB and the Ministry of Internal Affairs to submit proposals for additional measures to block telephone calls made for criminal purposes from the territory of Ukraine and other unfriendly states by July 1. This instruction was announced following a meeting of the Council for the Development of Civil Society and Human Rights.

Within the framework of this instruction, it is also proposed to develop proposals to improve the level of identification of subscriber numbers used by authorities and organizations when interacting with citizens. One possible solution is to display information on the ownership of the incoming call number on citizens' phones.

In recent years, Russia has seen an increase in cases of telephone fraud, when criminals, posing as employees of banks, law enforcement agencies or other organizations, trick citizens into giving up personal data and money. Of particular concern are calls coming from Ukraine and other unfriendly countries, where fraudsters use modern technology to disguise their actions.

Earlier, the Russian Ministry of Internal Affairs reported on new schemes of fraudsters who call children posing as teachers from educational institutions, informing them of the need to update the data of the electronic journal or the student's profile on the educational platform. In addition, criminals use deepfake technologies and spoofed numbers to make their calls more convincing.

Experts note that in order to effectively combat telephone fraud, it is necessary not only to improve technical means of blocking and identifying calls, but also to raise citizens' awareness of possible threats. It is recommended not to provide personal data and bank card details over the phone, and if you have any doubts about the authenticity of a call, call the organization back at the official number listed on its website.

The proposed measures are expected to help reduce the number of fraudulent calls and increase citizens' trust in telephone communications. However, experts emphasize that combating telephone fraud requires a comprehensive approach, including both technical solutions and educational work among the population.
