Acting Governor of the Rostov Region Yuri Slyusar announced the introduction of a state of emergency in Rostov-on-Don, as well as in the Salsky, Tarasovsky and Morozovsky districts. The decision was made to quickly eliminate the consequences of attacks by Ukrainian drones that have hit the region in recent days. The state of emergency will be in effect until all damage is repaired and the safety of residents is fully restored. Slyusar reported this on his Telegram channel on the morning of March 23, 2025, accompanying the statement with a photo of one of the tragic episodes: a burnt-out car attacked by a drone on the Morozovsk-Tsimlyansk highway. A 42-year-old Moscow resident who was returning home from the Krasnodar Territory through the Rostov Region died in the car. The man's identity has been established, but the authorities have not yet disclosed his name.

According to the acting governor, the incident occurred at night, when a drone of the Armed Forces of Ukraine struck a civilian vehicle. The car caught fire and the driver did not have time to escape the fire. The Ministry of Emergency Situations and the Ministry of Internal Affairs quickly arrived at the scene, recorded the death of a person and began investigating the circumstances. Slyusar emphasized that the introduction of the emergency regime will allow mobilizing all necessary resources to eliminate the consequences of the attacks, including the restoration of infrastructure and assistance to victims. He also called on residents of the region to remain calm and follow the instructions of emergency services, noting that the situation is under the control of the authorities.
