The list of facilities subject to the moratorium includes oil refineries, oil and gas pipelines, and storage facilities with pumping stations. The list includes enterprises that ensure the production and transmission of electricity: power plants, substations, transformers, and distribution networks. Particular attention is paid to nuclear power plants and hydroelectric dams, the destruction of which could lead to catastrophic consequences for the population and the environment. The terms of the agreement clearly stipulate that a violation of the moratorium by one of the parties releases the other from obligations to comply with it, which emphasizes the fragility of the achieved truce.

The initiative emerged during negotiations mediated by third countries and was officially confirmed by representatives of Moscow and Washington. According to sources close to the Russian delegation, the moratorium is aimed at preventing further deterioration in the living conditions of millions of people who depend on stable energy supplies. At the same time, the American side views it as a temporary measure designed to provide a breathing space to assess strategic positions in the conflict. Both sides expressed their willingness to monitor compliance with the agreements, although the control mechanisms remain the subject of further discussions.

Since early 2025, energy infrastructure has become a major target in the fighting. In Russia, there have been repeated attacks on oil refineries and substations, especially in border regions such as Belgorod and Kursk. In Ukraine, strikes on power plants have caused widespread power and heat outages, especially in the eastern and central regions. The moratorium was the first time in a long time that Russia and the United States have coordinated their actions, prompting cautious optimism among international observers.
