Russia has officially notified the United States of Ukraine's systematic violations of the moratorium on attacks on energy infrastructure, emphasizing that it strictly adheres to the agreements reached. This was stated by Russian Foreign Minister Sergey Lavrov, speaking to journalists on April 1, 2025, following a meeting of the Security Council chaired by President Vladimir Putin. According to him, Defense Minister Andrei Belousov reported at the meeting that Russian energy facilities are subject to continuous attacks from Ukraine with rare breaks of one or two days. Lavrov especially noted that Moscow, unlike Kyiv, fully complies with the regime of stopping strikes on energy facilities, previously agreed upon with the American side.
To confirm its position, Russia prepared and handed over to the American authorities a detailed list of recorded violations. As Lavrov specified, the document, compiled on the basis of the Defense Ministry data, was sent to the US President's Assistant for National Security Mike Waltz and Secretary of State Marco Rubio. In addition, the information was handed over to Russian representatives in the UN and OSCE with the aim of using these facts in international discussions. According to the head of the Ministry of Foreign Affairs, such steps are necessary to demonstrate to the world community the true value of the promises of the Ukrainian authorities, whose legitimacy, as he put it, is questionable. Lavrov emphasized that Russia intends to continue to defend its position, relying on specific evidence.
The allegations come amid an agreement reached between Russian President Vladimir Putin and US President Donald Trump on March 18, 2025. The two leaders agreed to a 30-day moratorium on attacks on energy infrastructure, with the possibility of extending it, as part of efforts to de-escalate the conflict. Russia has maintained that it has been strictly fulfilling its commitments since then, while Ukraine, according to Moscow, has continued targeted attacks, undermining the negotiating process.
On the same day, the Russian Defense Ministry announced new strikes by Ukrainian drones on targets in the Zaporizhia and Belgorod regions on March 31, which led to power outages in a number of populated areas. Earlier, on March 28, Kremlin Press Secretary Dmitry Peskov noted that Russia reserves the right to refuse to comply with the moratorium if Kyiv continues to violate the agreements. According to him, the Russian Armed Forces are fulfilling Putin's order to stop attacks on Ukrainian energy, but regular strikes by the Ukrainian Armed Forces on Russian targets call into question the point of unilaterally complying with the regime.
Meanwhile, Kyiv denies the accusations. On March 26, the General Staff of the Armed Forces of Ukraine denied the data on the moratorium violation during the period of March 25-26, claiming that Russia itself allegedly continues attacks on Ukrainian energy facilities. Against the backdrop of this contradiction, Trump expressed hope for the preservation of the agreements, but has not yet announced specific measures to influence Kyiv.
