RF Investigative Committee: Special services of "unfriendly state" are behind terrorist attack in "Crocus"

The Investigative Committee of the Russian Federation (IC RF) has completed its investigation into one of the most high-profile terrorist attacks of recent times — the attack on the Crocus City Hall concert hall in Krasnogorsk, Moscow Region, which took place on March 22, 2024. Following the investigation, the agency concluded that the terrorist attack was planned and organized by the special services of an "unfriendly state" that sought to destabilize the situation in Russia. This was reported by the official representative of the IC RF Svetlana Petrenko in a statement published on March 21, 2025. The specific state is not named in the investigation materials, which leaves room for interpretation against the backdrop of Russia's complex international relations with a number of countries.

According to the investigation, members of an international terrorist organization were recruited to carry out this crime. Six citizens from Central Asian countries played a direct role in preparing the attack, as it was established, they recruited four perpetrators of the terrorist attack. According to the Investigative Committee, these individuals organized the training of the militants outside of Russia, after which they were sent to commit the attack. All six suspects in organizing the terrorist attack are currently wanted, and the court has ruled in absentia to arrest them. The perpetrators - Dalerdzhon Mirzoyev, Mukhammadsobir Faizov, Shamsidin Fariduni and Saidakram Rachabalizoda - were detained in the shortest possible time after the attack, which, according to Petrenko, was the result of the operational work of Russian law enforcement agencies.

The terrorist attack at Crocus City Hall claimed the lives of 145 people, including six children, and left more than 550 injured. The attack, which involved gunfire and the setting of fire in the auditorium, was one of the bloodiest in the history of modern Russia, second only to the Beslan tragedy of 2004 in terms of the number of victims. The Afghan cell of the Islamic State (a terrorist group banned in Russia) claimed responsibility for the attack, which was initially confirmed by a number of Western media outlets, including The New York Times and Reuters, citing US intelligence data. However, Russian authorities have expressed doubts about this version from the very beginning, pointing to the possible involvement of external forces seeking to undermine stability in the country.

The investigation, completed by March 2025, involved 19 defendants who are currently in custody and reviewing the case file.
