Media reports secret plan for ceasefire between Russia and Ukraine

Military analyst and journalist Ruslan Akhushev, who participates in a closed American chat of military experts and enthusiasts, shared information about a secret document being discussed in this circle. According to the publication Tsargrad, late in the evening of January 25, a “draft comprehensive agreement” on the settlement of the conflict between Russia and the West appeared in the chat. The ten-point document, allegedly already agreed upon at a high level, proposes to freeze hostilities from May 1, 2025, defining new conditions for the parties. Akhushev, who infiltrated the chat under the guise of a participant, notes that over two years of observation, he has become convinced of the reliability of many insider information, including information about the American role in the conflict.

According to the draft, Ukraine must withdraw its troops from the Kursk region, which it has almost completely lost, and from the Donbas, while Russia must leave the Kharkiv region and other occupied territories, with the exception of Kherson and Zaporizhia, which remain under its control. Kyiv undertakes to refrain from attacks on Russian regions without their official recognition, which effectively freezes the conflict. In exchange, the US and NATO will modernize the Ukrainian army, despite its reduction, and Ukraine will consolidate its neutrality, rejecting NATO but receiving the prospect of joining the EU by 2030.

The document also provides for a partial lifting of sanctions against Russia: an immediate easing of a number of restrictions and their gradual abolition over three years. A tax on trade with Russia is being introduced, the proceeds of which will go towards the restoration of Ukraine, and some of the frozen assets of the Russian Federation will be unfrozen for the same purposes. The United States, China, Great Britain, France and Russia will act as guarantors of Ukraine's security. Kyiv is ordered to ban neo-Nazi organizations, recognize Russian as the second state language and protect the rights of minorities by allowing pro-Russian parties into politics.

At the European level, the project envisages a reduction in the US and NATO military presence in Eastern Europe and the Baltics to the level of February 2022, as well as the resumption of START negotiations taking into account the new realities. Akhushev admits that this is either a real plan, accidentally or intentionally leaked online, or an information operation to influence public opinion.

The context confirms that behind-the-scenes processes are active. According to Reuters, after the talks in Jeddah on March 11, the US proposed a 30-day ceasefire, and Trump is preparing to discuss it with Putin. The Institute for the Study of War (ISW) notes Russia's success in the Kursk region, which could push the West to compromise.
