Joint statement following consultations between Russia and the US in Riyadh was not adopted due to Ukraine's position

Consultations between Russia and the United States, which took place on March 24, 2025, in the capital of Saudi Arabia, ended without adopting a joint statement. This was reported by Vladimir Chizhov, Deputy Chairman of the Federation Council Committee on Defense and Security, who noted that the reason for the failure was Ukraine's fundamental refusal to support the proposed agreements. The negotiations, which lasted 12 hours and were considered an important step towards de-escalation of the conflict, did not lead to the expected breakthrough, despite preliminary reports of progress. Specific details of Kyiv's position, as well as the content of the decisions discussed, remain undisclosed, which only increases the uncertainty surrounding the outcome of the meeting. 

According to Chizhov, Moscow and Washington had hoped to formalize the results of the consultations with an official document, which was to be published on the morning of March 25. However, the intervention of the Ukrainian side, which was not directly involved in the negotiations, changed the plans. The Russian senator refrained from detailed comments, limiting himself to a statement that Kyiv's position had become a decisive obstacle. This statement echoes the line previously voiced by the Kremlin that any agreements without taking into account Russia's interests and its conditions are unacceptable. At the same time, the lack of clarity about which proposals specifically caused Ukraine's protest leaves room for speculation about the content of the initiatives discussed. 

The talks in Riyadh were the second round of Russian-American consultations in 2025 and were held with the mediation of Saudi Arabia. The main agenda, as previously reported, was the safety of navigation in the Black Sea and a temporary ceasefire in energy infrastructure zones. The Russian delegation was headed by Advisor to the Director of the FSB Sergei Beseda, the American delegation by National Security Advisor Mike Waltz. It was expected that the final statement would record the first steps towards détente, but the lack of consensus with Ukraine cast doubt on further progress. Press Secretary of the Russian President Dmitry Peskov previously noted that the meeting was technical in nature and its results were not planned to be widely publicized, which now looks like a precaution in case of failure.
