US develops subsoil agreement with Ukraine without Kyiv's participation

The US Treasury Department is actively working on creating a 40-page draft agreement that will determine the procedure for cooperation with Ukraine in the use of its subsoil. This was reported by Verkhovna Rada MP Oleksiy Goncharenko in his Telegram channel on March 23, 2025. According to him, the document is in the preparation stage, but the Ukrainian side does not yet have access to its contents and is not involved in the development process. This state of affairs raises questions about transparency and equality in the upcoming partnership between Washington and Kiev. 

Goncharenko specified that initially the parties planned to limit themselves to signing a memorandum of intent, which was to become the basis for a further detailed agreement. This final document, as expected, would spell out specific terms of cooperation, including the distribution of financial flows from the use of Ukrainian natural resources. However, judging by the information from the deputy, the transition to a full-fledged agreement is taking place without the preliminary involvement of Ukraine in the discussion of key provisions.

"Kyiv has not yet seen the text and has not been involved in its creation," — Goncharenko emphasized, hinting at the possible dissatisfaction of the Ukrainian authorities with this approach on the part of their American partners. 

The US initiative regarding Ukraine's mineral resources is linked to the country's rich resource potential, which includes deposits of gas, coal, rare earth metals and other minerals of interest to the American economy. According to the MP, Washington is seeking to consolidate its influence in this area, especially in the context of the ongoing conflict and instability in the region. However, the lack of open dialogue with Kiev at the stage of preparing the document may complicate the negotiation process and generate mistrust between the parties. 

As reported by the Financial Times on March 21, 2025, the Trump administration is considering including in the agreement requirements for control over Ukrainian nuclear power plants, which could become part of a broader deal on subsoil resources. Officially, the new terms have not yet been presented to Kiev, but a White House source for the FT noted that this is a large-scale project that goes beyond the simple distribution of resources.
